The lending question on a North Carolina short-term rental is simple: can the revenue be documented, and is the operation legal where it sits? Get those two right and the DSCR structure does the rest.

How is short-term rental income counted?

Three lanes, in order of underwriting strength:

  • Operating property with 12 months of platform history: trailing Airbnb, VRBO, or property-manager statements support the ratio directly. The cleanest file, and the reason an established, legal short-term rental is worth a premium at purchase. On the coast, that history usually comes as a property manager's weekly-rental statements.
  • No history, long-term-rent fallback: the appraiser's Form 1007 market rent qualifies the loan as if it were a long-term rental. If the deal pencils on that rent, the short-term upside is margin, not a lending assumption. This is the structure we recommend most often.
  • No history, STR projection: some programs accept a market-data projection with a haircut, commonly 20–25% off the projected revenue (a few use 70–80% of projection). More down and more reserves usually ride along.

Zoning first, loan second

North Carolina's registration shield is good news, but it does not mean a short-term rental works everywhere. Cities can and do zone STRs: Asheville bans whole-home operations outside resort districts, Raleigh limits them to listed zoning categories with a permit, and the mountain towns run overlay maps. So the first question on any STR loan is not the fee, it's the zone. On a parcel where the short-term path is uncertain, we structure the loan to pencil on long-term rent so the purchase survives a zoning surprise. That conservatism costs nothing when things go well and saves the property when they don't. Occupancy taxes and your loan

Qualifying revenue is gross rent before lodging taxes, so the county room-occupancy tax (typically 6%, and 8% in Mecklenburg, the only rate above 6% in the state) and the state and local sales tax on stays under 90 days don't shrink the ratio. They belong in your operating model, along with any zoning-permit cost and, on the coast, the Vacation Rental Act's trust-account and refund rules. Major platforms collect and remit in most North Carolina counties; your remaining job is the local bookkeeping and, where required, the zoning permit.

A no-history coastal home qualifies on Form 1007 market rent or a haircut projection, and the insurance stack (wind plus flood) gets built into PITIA before we quote.

Do I need my STR permit or zoning cleared before I apply for the loan?

Not before applying, but the zoning path must be real before closing. North Carolina cities can't register STRs, but they can zone them, so where the short-term path is uncertain (Asheville's whole-home ban, a mountain overlay), we structure the loan to qualify on long-term rent so the deal doesn't depend on a zoning question resolving your way.
